History

Initially, the administration of SJAM in Kuala Lumpur and Selangor Darul Ehsan operated under a single entity, SJAM Selangor Darul Ehsan/Wilayah Persekutuan, led by Dr Low Bin Tick (now Dato’ and retired Commander-in-Chief). The steady growth of both units, combined with Kuala Lumpur’s declaration as a city on 1 February 1972 under the City of Kuala Lumpur Act 1971, led to a growing need for separate administrations.

The official split took place on 13 February 1990. Dr Chen Soo-See was appointed Selangor State Commander, while Dr Low Bin Tick continued to serve as Regional Commander for Wilayah Persekutuan.

Under the leadership of Dr Low Bin Tick and his team of dedicated, long-serving members, numerous pioneering programmes were introduced — many of which became benchmarks for other SJAM units. Notable initiatives that continue to this day include the First Aid at Work programme for the corporate sector, the Train the Trainer scheme to develop a pool of qualified instructors for high-quality first aid and training courses, and the Non-Emergency Ambulance Service. These efforts established SJAM Wilayah Persekutuan as a leader in first aid and community service. As its reputation grew, strong corporate support followed, with sponsorships and donations enabling the continuation of these vital non-profit initiatives.

In 1994, Y. Bhg. Dato’ Dr Low Bin Tick was appointed Commander-in-Chief at SJAM National Headquarters, passing the role of Regional Commander to Y. Bhg. Dato’ Dr Lee Hoo Teong, who served until 2008.
Dato’ Dr Lee and his team introduced the Home Nursing Service in 1995, along with an enhanced first aid syllabus to support its implementation. He placed strong emphasis on member development, launching the Cadet Leadership and Development Seminar and expanding the Cadet Proficiency Badge Scheme to broaden skills and foster leadership potential.
His tenure saw continued innovation and growth, culminating in his appointment as Chief-of-Staff (Training) at the national level.

From 2008 to 2011, Mr Lee Wing Kwong succeeded Dato’ Dr Lee Hoo Teong as Regional Commander. With decades of service dating back to 1963, Mr Lee brought a wealth of experience, skills and institutional knowledge to the role. In May 2011, leadership passed to Dr Loi Kheng Min, followed by Dr Haji Muhd Siv Azhar Merican bin Abdullah in March 2017.

Today, with a team of 1,500 members, SJAM Wilayah Persekutuan continues to strengthen its capabilities through ongoing training and development while expanding its humanitarian services, particularly across Greater Kuala Lumpur.
